Tear newspaper into strips. Mix flour and water together to the consistency of thin cream. Blow the balloon up to the size of your head (You can use an upturned bowl instead). Put a thin smear of petroleum jelly over the balloon or bowl so stop the mache sticking to it. Cross the strips of news paper onto the balloon, then apply the flour water paste. Repeat this process in layers until you get the desired shape. The hat may take a few days to dry before you can paint it. Additional features may be built up at any time.
